NEW DISPATCH PROCEDURE OVERVIEW
EFFECTIVE JULY 1, 2012
Out of Work Book, Day Book, you must be present to receive a referral. Referrals must be used at the date and time as stated on the dispatch slip and not at will. Sign in person between 8:00 a.m. and 4:30 p.m. Closed for lunch from 11:30 am to 12:30 pm each day. Scan your card each day to register on the day book between 7 am and 8:30 am. Roll call for those who scanned in will begin at 8:30 a.m. (everyone must be scanned in before 8:30 am). Dispatch will remain open until all calls are filled each day.
Monthly resign: All registrants must “Resign” the out of work book beginning on the 10th and ending on the 16th of each month, between the hours of 7:00 am to 4:30 pm in order to maintain their place on the out of work book. All resigns must be received between the hours of 7:00 am and 4:30 pm on resign days, not postmarked with those dates. Beginning with resign day July 10th, 2012, all resigns will have to be in person, fax, web, E-mail or letter by U.S. mail before 4:30 pm on resign days, (scanning of the card will be accepted on resign days only). All resigns will require the following information: name, home local number, and IBEW card number or Drivers License. Fax # (702) 437-0520, E-mail: resign@ibew357.net, 808 N. Strikes or Dings: Strikes will not be given for not being present at dispatch or refusal of calls that are “NOT” special skills calls. Strikes will be given if the call goes out of both Book 1 and 2 or both Book 3 and 4 respectively. Then everyone registered on those books will be given a strike or ding when the call goes to the next set of books. You will be rolled completely off the Out of Work Book for a third turndown (strike). Once rolled off the book, you must sign back in, and only in person will be accepted.
No strikes will be given for special skill calls (requests for certification and training taught at the JATC) and no strikes will be given to those who have letters on file with the Local of ineligibility for rehire for the contractor making the request. No Strike will be given to those registrants who have a Continued Disability Confirmation Form on file with the Local from the third party administrator for dates of continued disability. Starting July 1st 2012 all applicants will have all strikes removed from their current records and will begin accruing strikes from that day forward.
Traveling Employment Notification Form: No Strike will be given to Book 1 registrants that notifythe dispatcher with aTraveling Employment Notification Form of employment within the scope of work outsideof the jurisdictionand approval of the Business Manger.
Long calls will be read first and begin on Book 1, Position 1 each day.
Short calls will be 14 calendar days or less through no fault of the employee. You must sign back on the Out of Work Book in person and must have term slip (RIF), by 4:30 pm two business days following your lay off to keep your place on the Out of Work Book.No applicant will be permitted to change a short call into a long call. Charges may be filed against any member violating this provision.
Short calls will begin on Book 1 at the position where the short call without a special skill requirement was filled the previous day. For example; if the short call without a special skill requirement was filled on Book 1, Position 25 on Monday, Dispatch will begin on Position 26 on Tuesday. If the short call without a special skill requirement was filled on Book 1, Position 40 on Tuesday, dispatch for short calls will begin on Book 1, Position 41 on Wednesday and so on. When the dispatcher reaches the end of the book, he will go back to Book 1, Position 1 and give everyone on Book 1 a chance at the short call before proceeding to Book 2.
Vacation from referral and/or resign will be limited to 2 weeks (10 business days) in a calendar year (January 1 through December 31). Vacation request forms must be requested from the Dispatcher completed and turned back in 3 business days prior to the beginning of the requested vacation period.
Anyone may request in writing to appear before the Appeals Committee to appeal the application of these rules. Complete referral procedure will be posted in hiring hall.
